No. Ukrainian uses characters Russian does not, and encoding and font coverage are verified during subtitling QC rather than inherited from a Russian setup.
What about surzhyk?
It is a legitimate register for particular characters and wrong as a default. If content calls for it, we cast for it deliberately.
